In a move toward building sovereign and ethical AI governance, MindHYVE.ai, DV8 Infosystems, and the Kenya ICT Action Network (KICTANet) have signed a Memorandum of Understanding (MoU) to jointly co-develop Kenya’s National Artificial Intelligence Policy.
The tripartite partnership brings together global expertise, regional leadership, and technological innovation to guide the strategic formation of Kenya’s National AI Strategy 2025–2030.
The collaboration plans to shape a robust, rights-based, and inclusive policy framework that aligns with Kenya’s constitutional values, economic ambitions, and cultural context.
MindHYVE.ai, a California-based AI pioneer, is internationally recognised for its agentic AGI systems, AI architectures that combine decentralised intelligence, ethical reasoning, and adaptive learning.
DV8 Infosystems, its official integration partner, specialises in deploying real-world multi-agent systems powered by swarm intelligence.
KICTANet, Kenya’s leading ICT policy think tank, provides a critical local lens, ensuring the policy reflects diverse stakeholder input and remains rooted in African realities.
“What we’re building is not a document. It’s a national protocol for intelligence itself,” said Bill Faruki, Founder and CEO of MindHYVE.ai.
“Kenya is not merely responding to global AI trends—it is positioning itself to set them. This partnership reflects a shift in the balance of influence in global tech policy. We are honoured to help architect cognitive infrastructure that is sovereign by design and exponential by nature.”
As part of the agreement, the three parties will collaborate to refine Kenya’s AI strategy, embed ethical and regulatory best practices, and ensure widespread public engagement.
A proposed Joint Policy Task Team will steer the process, coordinate expert contributions, and maintain dialogue with Kenyan government authorities.
Dr. Grace Githaiga, CEO of KICTANet, emphasised the significance of the partnership. “KICTANet views this MoU as a pivotal moment in our national journey toward responsible AI.
We are pleased to align with technical partners that recognise the societal weight of this policy work and the urgency of getting it right.”
This initiative positions Kenya as a continental leader in AI governance, offering a model for ethical, inclusive, and sovereign AI development. As global interest in equitable AI frameworks grows, Kenya’s proactive stance sets a precedent for African nations and beyond.
