The 27th of April. We do not have specifics of the pricing for the Galaxy S 4 in South Africa, but the Samsung Online Store in India does have one for India. The deal here is for the price of Rs 41,500 (Kes 64,000 / $763) you will get the Galaxy S 4 from the Samsung online store, purchase-able online.

In Kenya we have carriers Airtel and Safaricom subsidizing the phone for pre-orders so we get a lower price for the period before launch.
