From a manufacturers perspective, they budget internal space to see what battery pack they can squeeze into. They also play this delicate balance based on the eventual price of the phone.
This is why we used to see bigger batteries in more expensive phones and smaller ones in cheaper phones.
However, we are living in a situation where we can find huge batteries at almost any price point. On Android, a battery pack above 4000mAh is considered big. Flagship phones have it, mid-range phones have it and budget phones have it.
