Bernard Beya has been named Chief Executive Officer of Liquid Intelligent Technologies‘ Democratic Republic of Congo business, taking over the role permanently from April 1, 2026.
Beya is not new to the company. He joined Liquid in September 2022 as Chief Financial Officer, and last November he was made Acting CEO, a role in which he ran the country’s strategic, commercial and operational decisions.
That stretch appears to have worked in his favor, since the company is now confirming him in the top job rather than opening a search.
He has more than 20 years in telecommunications, much of it focused on the DRC market specifically, which the company points to as a reason for his promotion.
Sutha Siva, who serves as Executive Vice President and Group Chief Operating Officer at Cassava Technologies (Liquid’s parent company), said the DRC is one of the group’s strongest growth markets right now, and that Beya’s local knowledge and track record made him a fit for the role.
Beya himself said his early priorities will be building on the financial and operational base already in place, with a focus on connectivity, cloud, cybersecurity, colocation and AI computing services for customers.
The appointment lands at a moment when the DRC is pushing harder on digital infrastructure, broadband access and digital skills training nationally.

Liquid, which operates a fiber network spanning roughly 116,000 kilometers across Africa along with satellite connectivity, is positioning itself as a key player in that push, aiming to serve businesses, government agencies and communities as the country’s digital economy grows.
