IEBC Locks In 2027 Election Timeline as Ballot Procurement Hits a Snag

The Independent Electoral and Boundaries Commission (IEBC) has formally opened the election period for the 2027 General Election, publishing a Gazette Notice on 20th August 2026 that brings the Electoral Code of Conduct and the Election Offences Act into force. 

With that notice, the countdown to Tuesday, 10th August 2027, is now official. It is now a set of legally binding deadlines that candidates, parties, and the Commission itself must meet.

The release leans heavily on readiness. IEBC says it is expanding the voter register from 22.1 million in 2022 to a projected 28.5 million for 2027, partly by growing diaspora registration from 12 to 26 countries. 

Biometric verification will let voters check their data ahead of polling day, and the final register will go through an independent forensic audit before it is certified for use. Political parties face their own compressed calendar too, from submitting authorized signatories by October 15, 2026, to concluding primaries by May 8, 2027.

How the Key Statutory Deadlines Stack Up

Buried further down, though, is a detail that cuts against that picture of a Commission firing on all cylinders. Procurement of election technology and ballot papers has been temporarily halted, following a request for review filed at the Public Procurement Administrative Review Board. IEBC says other strategic and non-strategic materials are still on course, but it offers no timeline for when the halted procurement resumes.

The Commission has just told the country that its deadlines are, in its words, non-negotiable. Statute now fixes nomination periods, campaign windows, and candidate registration dates.

However, the physical infrastructure of the election, the ballots themselves, and the technology used to verify and transmit results are sitting in limbo pending a review process with no published end date. A calendar can be gazetted. Hardware and printed materials still have to be procured, tested, and distributed on schedule.

Kenya’s electoral history gives this added weight. Technology failures and procurement disputes have shaped disputed outcomes before, and IEBC’s own credibility on delivery, not just legal process, will be under scrutiny well before campaign season begins in May 2027.

The Commission also noted a Malindi High Court ruling that had briefly placed the constitutional election date a year earlier, in August 2026. That decision was suspended pending appeal, and IEBC is proceeding on the 2027 date it has always planned around. It’s a footnote in a document otherwise focused on operational preparedness, but one worth flagging given how central the calendar is to everything else in the release.

For now, the timeline stands. Whether the ballots and the technology behind them arrive on the same schedule is the question IEBC has yet to answer.
