A fraud suspect who had been on the run for nearly two years over a KES 15 million overseas jobs scam has been arrested.
Isaac Kipkemei Barmasai, the sole director of Eldoret-based recruitment agency Proline Travel Advisors Limited, was arrested in a joint operation by detectives from DCI Headquarters’ Operations Action Team (OAT) and Crime Research and Intelligence Bureau (CRIB), alongside DCI Turbo.
According to detectives, Barmasai allegedly ran a fraudulent recruitment scheme targeting Kenyans seeking employment abroad.
Through his agency, he lured job seekers with promises of lucrative jobs in Sweden, Australia, United Kingdom and Canada, which turned out to be non-existent.
Between 2023 and 2024, victims were defrauded between KES 200,000 to KES 1 million each, as processing and recruitment fees. So far, 29 victims have recorded statements, with total losses estimated at KES 15 million.
He was arraigned at the Eldoret Law Courts yesterday, October 30, 2026, to answer charges of obtaining money by false pretenses contrary to Section 313 of the Penal Code.
The case will be mentioned on November 4, 2026.
