CA Launches Post4Health To Turn Struggling Post Office Into a Cold-Chain Medical Delivery Arm

Kenya is moving to modernize its postal and courier industry as the government prepares new regulations to accommodate digital delivery businesses, strengthen consumer protection, and expand access to services in underserved areas.

The Communications Authority of Kenya (CA) has launched Post4Health, putting six refrigerated trucks in the hands of the Postal Corporation of Kenya (PCK) to carry vaccines, insulin, and temperature-sensitive medicines to remote health facilities, a new job for a postal network that has spent years losing its postage services.

Information, Communications, and the Digital Economy Cabinet Secretary William Kabogo said the cold chain in remote areas most often breaks on the final stretch of road, leaving dispensaries with supplies no longer safe to use, a gap the trucks are meant to close.

The project grew out of a Universal Postal Union (UPU) decision early in the COVID-19 pandemic to help postal operators carry health products, and it launched alongside new courier regulations for digital delivery businesses.

The Universal Service Fund (USF) put in KES 42.93 million and the UPU KES 22 million, nearly KES 65 million in all, or about KES 10.8 million per truck.

New Rules for Couriers and Delivery Apps

The Cabinet Secretary and Broadcasting and Telecommunications Principal Secretary Stephen Isaboke said the Ministry is reviewing the Kenya Information and Communications (Postal and Courier Services) Regulations, 2026, after an industry validation workshop, with Isaboke hoping they can be promulgated before the end of the year.

The regulations will update licensing, set expectations on quality of service, customer care, and compensation, and protect consumers’ personal data.

“Our policy intent is straightforward and focuses on removing unnecessary barriers to entry, ensuring a level playing field, creating room for new models such as technology-driven courier-hailing services, and attracting the investment that the sector’s infrastructure needs.” – William Kabogo

Universal service obligations are meant to ensure no community is left without postal services, and the Ministry is also advancing a National Addressing System Policy and Bill that Isaboke said will give every household, business, and public facility a recognized address.

Parcels Are Growing, Just Not at the Post Office

Communications Authority of Kenya (CA) data to June, presented by Director General David Mugonyi, explains the urgency.

PCK handled 577,694 domestic letters in the quarter, a 70.2% drop that implies about 1.9 million a year earlier and roughly 1.4 million letters lost in twelve months, and its domestic parcels fell 33.2% to 993,099, around 490,000 fewer than before.

Private couriers moved in the opposite direction, with domestic parcels up 9.3% to 14.4 million, an increase of about 1.2 million that is more than double what PCK lost.

At that scale, private operators now carry roughly 14 times as many domestic parcels as the state-owned carrier, and they also handled 3.2 million domestic letters, over five times PCK’s volume, while international letters did better, with incoming mail up 11.8% and outgoing up 6%.

“The Post is not disappearing; it is evolving,” Mugonyi said.

He added that postal operations will increasingly rest on parcel fulfillment, logistics, digital solutions, and agency financial services rather than letters.

The USF has set aside KES 3.1 billion of its KES 40 billion budget for 2023 to 2027 to modernize the post office, according to Universal Service Advisory Council Chairperson James Ongwae, with the goal of bringing a postal outlet within 22 km of 99% of Kenyans, down from 30 km today. Site surveys are done for upgrades at 17 post offices in 17 underserved counties, and RFID tracking now covers 30 post offices after 10 were added last year.

Kabogo said the National Treasury has made PCK a Government-Owned Enterprise, opening the way for fresh investment, and the government says Post4Health will only last if the Post runs on commercial discipline, keeps to its route schedules, and works closely with county health departments.
