The anti-corruption agency in Kenya has dismissed accusations against the former head of the communications authority, Ezra Chiloba. They said there wasn’t enough evidence to support the claims made against him. The agency also suggested the communications authority should update its HR policies and procedures.
“This is therefore to bring to your attention that the matter was closed with no further action pursuant to Section 25A of the ACECA of 2003. However, we recommend that the Authority reviews its Human Resource Policy and Procedure Manual dated February 2023 in line with the Communication Authority HCA Circular No. 1″B” of 2021 dated 23rd March,” reads part of the statement from the Ethics & Anti-Corruption Commission (EACC).
Ezra Chiloba was summarily dismissed as Communications Authority (CA) Director General CA following allegations of abuse of office and conflict of interest. Based on an internal audit report, it was alleged that KES 662.4 million Staff Mortgage Scheme had been mismanaged. Essentially, the claims in the report found Mr. Chiloba in contravention of section 41 and 42 of the Anti-Corruption and Economic Crimes Act.
After a special Board Audit and Risk Committee (BARAC) meeting held on 8th August 2023, Mr. Chiloba was subjected to disciplinary proceedings as per Section 45 of the Employment Act 2007. Thereafter, the CA board suspended him. On 26th September, 2023, the EACC received allegations of irregularities in the management of Staff Mortgage Scheme at the CA and begun its investigations.
Chiloba Ambassadorial Nomination
After Chiloba’s suspension Christopher Wambua was appointed as acting DG. Later on, Mr Chiloba resigned on 18th October 2023. David Mugonyi was formally appointed as Director General and Chief Executive Officer of the CA. He assumed office on January 15th, 2024 and continues to serve a head of the authority.
The former IEBC CEO Ezra Chiloba, has since been nominated as Kenya’s Consul General to Los Angeles, USA. He faces a parliamentary vetting committee today for the role.
